LUCI (Lighting Urban Community International) is the international network of cities dedicated to urban lighting.
Created in 2002 at the initiative of the City of Lyon, LUCI is a non-profit organisation bringing together over 70 member towns and cities worldwide that use light as a tool for social, cultural and economic development.
It also includes more than 40 associated members from the lighting industry, design agencies and research institutes.
CIE aims to strengthen its collaboration with urban lighting networks and promote sustainable, science-based urban lighting practices worldwide. In this context, the International Commission on Illumination (CIE) and LUCI (Lighting Urban Community International) Association signed a revised Memorandum of Understanding on Thursday, 26 February, 2026 in Oulu, Finland.
The agreement builds on an existing partnership and reinforces the long-standing collaboration between CIE Division 4: Transportation and Exterior Applications and LUCI’s urban lighting network. While it formally covers both organisations, it is particularly relevant to Division 4, given LUCI’s focus on outdoor and urban lighting.
