Amendment to "CIE Code of Procedure for Drafting and Presentation of CIE Standards" (2001):

Joint elaboration of ISO/CIE Standards

A CIE TC working on a standard that is intended to be submitted later on to ISO for joint ISO/CIE standard may find it useful to closer co-operate with ISO experts already at an early stage by including (max.2) representatives of the respective ISO committee (TC or SC) as members (liaison members on behalf of the ISO TC) of the CIE TC. CIE shall send an outline to the ISO/TC asking to nominate experts. If more than 1 ISO/TC is concerned, each may send one representative. These representatives should take care of the information flow between the 2 committees, and represent the view of the ISO/TC. They have, however, no voting right in the CIE TC (unless becoming CIE TC member).

When consensus has been reached in the CIE TC, the CIE CB shall send copy of the draft to the ISO committee for vote (as ISO CD with a deadline of at least 3 months). At the same time the draft is circulated within CIE for Division and Board vote (deadline: 3 months).

ISO committee secretariat shall establish the results (table of replies and comments) and send them to ISO/CS for transmission to CIE CB who collates all the comments (from ISO, from CIE Division and Board) and send them to the CIE TC for consideration. If necessary, an ad-hoc harmonizing working group can be formed (comprising members of CIE and ISO TCs).

The amended draft shall be sent to the ISO/CS for distribution as a Draft International Standard (deadline 5 months). In parallel, CIE CB circulates the draft to CIE National Committees for comments (deadline 5 months). At the end of the comments period, ISO/CS shall establish the results (table of replies and comments) and send them to CIE CB. CIE CB shall send these, together with the comments from the CIE National Committees, to the CIE technical committee for consideration, with copy to DD, VPP and VPT.

The amended draft shall be sent (if possible in English and French) to the ISO/CS for issue as a FDIS, together with a full report including all the comments received at the ISO/DIS and CIE/comments stage as well as the decisions taken on these comments. ISO/CS will distribute the text for a 2 month YES/NO vote. CIE CB will circulate the text to CIE National Committees for formal (YES/NO) vote (2 months). The Foreword of such a joint standard should contain a mention that the standard has been developed with the cooperation of ISO and IEC experts.
