Minutes of 1995 CIE Division 2 Meeting
Monday, 6 November 1995

NOTE

The minutes of the meeting were taken by the Division secretary, Dr A. Bittar (New Zealand), who also collected all the administrative information (e.g. attendance lists). When the Division Director approached the division secretary for the minutes of the meeting, first during December 1996 as well as several times afterwards, he was eventually informed by the Secretary that pressure of work prevented him from producing the minutes. The Division director received none of the collected material.

The minutes as compiled below, represent the best possible reconstruction of the meeting by the Division Director, in the absence of any information from the Division secretariat. Required corrections will be made at the next Division meeting, in accordance with inputs from Division members.

1. CALL TO ORDER
 
F Hengstberger, the Division Director, opened the meeting and welcomed all present. He also introduced the Division officers present (Associate Directors, Secretary, Editor) and asked all present to briefly introduce themselves. He then clarified the voting rights as applying only to official Division members and invited all present to participate actively in the proceedings.
 
2. APPROVAL OF AGENDA
 
The circulated agenda was approved without change.
 
3. DIRECTOR'S REPORT
 
F Hengstberger summarized decisions taken at the Division Directors meeting (29 October), the Board meeting (30 October), and the General Assemblly (31 October).
 
At the Division Directors' meeting the importance of imaging technology was stressed and Divisions were asked to consider this field carefully in their working program. Proposals for the Division Directorships for the next quadrennium were discussed. It was also agreed that standards related work needed clearer wording in the CIE procedure, particularly with regard to membership.
 
The Board meeting decided that CIE news will in future give regular information on TCs working on standards. It also decided on the appointment of the new Division Directors, with F. Hengstberger being appointed for a second term in Division 2.
 
At the General Assembly session a decision was made to hold the next quadrennial session in Poland in 1999. South Africa was chosen as the venue for the 1997 midterm meeting.
 
4. SECRETARY'S REPORT
 
A Bittar stressed the desirability of more country reports being submitted to the secretariat. He then discussed the number of circulated activity reports and urged members to make use of e-mail for their communications. He stated that he had presently 76 members and consultants on his mailing list and announced that he would send a circular to TC chairpersons to update their TC membership lists.
 
5. EDITOR'S REPORT
 
Presented by J Moore. TC2-21 report and CIE Pub.114 (Collection of reports from TC2-01, 05, 09, 12, 28, and R10) have been published. TC2-10, 33, and 35 are ready for Board Balloting. CIE will publish new Roster after this session.
 
6. REVIEW OF DIVISION MEMBERSHIP LIST
 
The meeting was informed that Mr J M M Claassens had been appointed as the new representative on Division 2 for the Netherlands.
 
7. TECHNICAL MATTERS
 
7.1 REPORT FROM ASSOCIATE DIRECTOR GOODMAN AND TC CHAIRPERSONS
 
TC2-04 Secondary standard sources (J Moore, UK)
A new draft has been completed and will be circulated shortly for TC ballotting. The chairman indicated that he wanted to add a chapter on aspects of standard lamps, which make them stable. He indicated a time-scale of three months for completion and mentioned that he had problems with the graphics of the document.
 
TC2-16 Characterization of the performance of tristimulous colorimeters (Rastello, Italy)
A TC meeting was held in New Delhi. Chapter 3.15 needs to be amplified. There should be a new selection of sources and an increase in their number (update of list of lamps in publication 53 is also necessary). The next draft will go out with a TC voting slip.
 
TC2-17 Recommendation for integrated irradiance and spectral distribution of simulated solar radiation (Kockot, Germany)
A third draft of the document is finished and will be sent for TC voting shortly.
 
TC2-24 Users guide for the selection of illuminance and luminance meters (J Moore, UK)
Because of indications by the chairman that he was not in a position to continue with the document, it was decided to change the chairmanship to K Ganesha (India). Dr Schanda (CIE) promised his support for the work.
 
TC2-28 Methods of characterizing spectrophotometers (Verrill, UK)
Eight committee members contributed chapters so far and the document is nearing completion. A third draft has to be written and the indicated time-scale is less than a year.
 
TC2-29 Measurement of detector linearity (Goodman, UK)
A meeting was held in New Delhi. The chairperson is waiting for the submission of further contributions before sending out a new draft by the second quarter of 1996.
 
TC2-30 Diode radiometry (Wychorsky, USA)
It was pointed out that this committee had been omitted from the quadrennial report, but that it was still active. The question of the form of publication of the collected bibliography remains unresolved.
 
TC2-31 Methods of characterizing actinic radiometers (Poppe, Hungary) It was decided to close this committee due to a lack of volunteers for a new chairperson.
 
TC2-34 LED measurements (Muray, USA)
A report of 50 pages, including 18 figures, has been prepared by Dr Sauter. It was discussed one year ago. Part 1 describes the measuring conditions and part 2 contains the appendices. All are ready and voting must now take place in the TC, whereafter the document will be sent to the editor before divisional and board voting. Dr Moore indicated that there was still some disagreement.
 
TC2-40 CIE standard: Characterizing the performance of illuminance and luminance meters (Rattunde, Germany)
The first meeting was held in New Delhi. The contents of the report was discussed. Dr Sauter proposed the inclusion of material on traceability and measurement uncertainty.
 
7.2 REPORT FROM ASSOCIATE DIRECTOR JOHNSON AND TC CHAIRPERSONS
 
TC2-11 Gonioreflectometry of standard materials (Hsia, USA)
A draft was circulated, which received 5 positive and 1 negative votes. It will be attempted to resolve the problem. The document is aimed at publication in the CIE collection and should be ready by about the end of 1996.
 
TC2-14 Measurement of reflectance and transmittance, including turbid media (Polato, Italy)
The question was raised, whether the document was intended as a replacement of the current publication 2-38. This will be referred back to the committee, but a change of the terms of reference was encouraged (to produce an updated report rather than a standard).
 
TC2-19 Measurement of the spectral coefficient of retroreflection (Johnson, USA)
A first draft was received from the chairman.
 
TC2-25 Calibration methods and photoluminescence standards for total radiance factor measurements (Zwinkels, Canada)
A meeting was last held in September 1994. A first draft with 10 chapters was received by the chairperson and will be circulated for comment. A next draft should be ready by May 1996.
 
TC2-26 Measurement of the color of self-luminous displays (Berns, USA)
The problem around the voting results was discussed and the solution of changing the title and the terms of reference was endorsed.
 
TC2-32 (Measuring retroreflectance of wet horizontal road markings (Bradshaw, USA) The chairman has retired. New chairperson is needed.
 
TC2-33 Re-formulation of CIE Standard Illuminants A and D65 (Mielenz, USA)
Final draft is with editor.
 
TC2-35 V(l) and V'(l) CIE standards (Mielenz, USA)
Final draft is with editor.
 
TC2-36 Revision of CIE publication 54 - retroreflection (Rennilson, USA)
The document in preparation is intended as an update of the present CIE report, followed by an eventual conversion into a standard (new TC later).
 
TC2-37 Photometry using detectors as transfer standards (Ohno, USA)
The second meeting was held in New Delhi, and the second draft was discussed.
 
TC2-38 Flare photometry (Godsiff, South Africa)
The meeting recommended a change of chairmanship from J Godsiff (South Africa) to F Denner (South Africa).
 
TC2-39 Geometric tolerances for colorimetry (Rich, USA)
No TC meeting held so far. Chairperson should be sent copy of latest draft of TC2-14. It was also pointed out that the terms of reference of the committee should not be modified and that the TC should not intrude in Division 1 territory.
 
 
7.3 REPORT FROM ASSOCIATE DIRECTOR VANDERMEERSCH AND TC CHAIRPERSONS
 
TC2-10 Photometry and goniophotometry of luminaires (Vandermeersch, Belgium)
Final draft has been voted on in TC and is with editor. Chairpersons are now required for the photometry of interior luminaires and of emergency lighting luminaires. Mr Bedocs (UK) offered to write the part on emergency lighting luminaires.
 
TC2-23 Photometry of street lighting luminaires (Vandermeersch, Belgium)
Work is starting now with Division 4 involvement. A draft should be ready by the intersessional meeting in 1997.
 
8. PROPOSALS FOR DISSOLUTION OF TECHNICAL COMMITTEES
 
It was decided to dissolve TC2-31.
 
9. FUTURE WORK
 
9.1 PROPOSALS FOR NEW COMMITTEES
 
The meeting decided to ask for the formation of two new TCs:
 
a) Industrial photometry in developing countries (B Bhattacharya, India): To prepare a Technical Report giving guidance on recommended practices for photometric measurements (including sphere photometry and goniophotometry), taking account of the special requirements of industrial laboratories in developing countries.
 
b) The colorimetry of visual displays (Hanson, UK): To produce a Technical Report summarizing recommended practice for the measurement of the colorimetric and spectroradiometric properties of visual displays.
 
 
9.2 PROPOSALS FOR NEW REPORTERSHIPS
 
The following new reporterships were established:
 
a) Aviation photometry (Ohno, USA) - in cooperation with Divisions 4 and 5.
 
b) OIML matters (Sauter, Germany)
 
c) Emergency lighting luminaires (Bedocs, UK)
 
d) Vocabulary matters (Moore, UK)
 
10. FUTURE MEETINGS
 
1996 - first week of September, Vienna. In conjunction with Division 6 and a photobiology congress.
 
1997 - August / September, South Africa (in conjunction with a symposium on photometry and radiometry and with the CIE midterm session).
 
1998 - June-September, USA (in conjunction with a CORM meeting).
