Summary of 2008 CIE Division 2 Meeting

Venue: AtaHotel Cocord, Torino, Italy. Meeting hosted by INRIM.

Attendance: 46 participants from 19 countries, including 15 country representatives. All D2 officers were present except the Editor. The CIE VP-Technical, J Schanda, was also present.

Opening of the Meeting

Division Director, Yoshi Ohno, opened the meeting at 9:00 AM.

Director’s Report (Y Ohno)

<Activities in CIE Board of Administration>

• CIE website (Central Bureau) was renewed. http://www.cie.co.at. The CIE CB server now also hosts Divisions' websites.
• CIE Technical Manager, Janos Makai, at CIE CB retired. Peter Zwick (DE) was accepted to take over the position starting Sep.1, 2008.
• CIE ILV: DS 17.1/E:2008 is under final preparation for BA ballot. To ensure consistent expressions of quantities, units, and symbols, Guidelines for Notation to be used in CIE Publications is being developed, and all the terms are to be reviewed again by DDs.
• CIE Midterm 2009 and Conference on Light and Lighting (with focus on solid-state lighting) in Budapest, Hungary, is being organized. Board meetings and the General assembly will be held May 24-26, the Conference will be May 27-29, and D2 meetings will be June 1-3. The VPT, J Schanda, is the organizer of the conference and welcomes everybody to Budapest next year.
• Liaison functions have been established, through communication between CIE CB and ISO and IEC, on 1) ISO/TC 145/SC 2 N519, 2) IEC/ SC 34A MT PRESCO - IEC TR 62504, and 3) IEC TC110 WG5. J Zwinkels was assigned as the liaison officer for 1), and Y Ohno for 2) and 3) tentatively.
• CIE 182:2007 “Calibration methods and photoluminescent standards for total radiance factor measurements” (report from TC2-25) was published. DD thanked J. Zwinkels and the TC members for their efforts for many years.

<Other reports>

· DD plans to develop a framework to improve and assist TC activities for faster progress and efficiency, following general directions from the CIE VP Technical.

Secretary’s Report (A Sperling)

• D2 now has 35 country members. 
• The minutes of the 2007 D2 Meeting in Beijing and 2008 Activity Report were produced and distributed.
• D2 website was moved from NIST to CIE CB server earlier in 2008. The new URL is http://www.cie.co.at/div2
• D2 mailing list (reflector) currently has 227 people.
• E-mail reflectors for TCs: CIE2-29, 2-40, 2-46, 2-47, 2-48, 2-49, 2-50, 2-59, 2-60, 2-62. Reflectors for TC2-43 and TC2-58 were requested.

DD thanked the Secretary for producing the detailed minutes of D2 Beijing meeting, which required a great deal of effort.

Editor’s Report (J Gardner, read by Y Ohno)

Since the Beijing meeting, the Editor edited draft reports from TC2-32, 2-37, 2-52, and 2-17. In addition, editorial comments were made on the revamped ILV. DD thanked the Editor for his thorough and high quality work in editing many documents in a timely manner.

Progress reports from TCs, Reporterships, and Liaisons

• The following 10 TCs and one ad-hoc group met in Turin on July 9 and 10: TC2-40 (Blattner), TC2-43 (Sauter), TC2-47 (Sperling), TC2-48 (Eppeldauer), TC2-49 (Ohno), TC2-53 (Roesler), TC2-56 (Miller), TC2-58 (Kohmoto), TC2-59 (Krüger), 2-62 (Steudtner), and Ad-hoc LED (Ohno).
• The status of all the 25 TCs, reporterships, and liaisons were reported by TC chairs, reporters, and liaison persons, who were present, or by the ADs, DD, and Secretary. For further details, see the forthcoming minutes of D2 general meeting.
• TC2-57 Revision of CIE S014-2 (A Robertson) proposes to create a new TC (possibly in D1) to investigate the issue of smoothing the values of the D Illuminants (as described in CIE 15:2004 Appendix C) and to propose the calculation method for new definitions of D Illuminants. D2 supports this proposal and will request that D1 considers this proposal.

Dissolution of TCs and Reporterships

• TC2-25 Calibration methods and photoluminescent standards for total radiance factor measurements (J Zwinkels) is closed, as CIE 182:2007 was published.
• R2-36 Measurement requirements for solid state light sources (G Heidel) is closed, as a new TC is established.

New TCs established

(1) TC2-xx Optical measurement of High-Power LEDs.

Chair: Yuqin Zong (USA) AD: Sauter

TR: Develop a CIE recommendation on methods for the operation of high-power LEDs in DC and in pulse mode, at specified junction temperatures, for optical measurements.

* This new TC was proposed and discussed in depth at the ad-hoc LED meeting held on July 10. There was also a related paper presented by Zong at the Symposium.

(2) TC2-xx High speed testing methods for LEDs

Chair: Guenther Heidel (Germany) AD: Sauter

TR: To prepare a technical report on high speed testing methods for electrical, thermal and optical quantities during the production of LEDs and the conversion of the values to DC operational conditions including the related time-dependent functions.

* This new TC was proposed as an outcome from the reportership R2-36. This TC work will be linked with the other new TC on high power LEDs.

New Reporterships established

(1) R2-xx Spectral and Colorimetric Electronic Data Exchange

Reporter: Mike Pointer

TR: To monitor progress in ISO/TC 38 Textiles who are working on a standard to specify the form of electronic data interchange between spectral and colorimetric measuring instruments.

(2) R2-xx Retroreflection Intercomparison

Reporter: Cameron Miller

TR: To investigate the interest in the international retroreflection community to participate in an intercomparison according to the requirements of the new CIE/ISO standard. The goal would be to develop a list of participants.

(3) R2-xx Photometry of curved surface sources

Reporter: Hsueh-Ling Yu (Taiwan)

TR: To report on the measurement requirements for the photometric characterization of extended sources having curved surfaces.

New Liaison functions established (see Director’s report)

· ISO/TC 145/SC 2 N519 Safety colours and safety signs - Specification of colorimetric and photometric properties of materials (J Zwinkels)

· IEC/ SC 34A MT PRESCO - IEC TR 62504 Terms and definitions for LEDs and LED modules in general lighting (Y Ohno)

· IEC TC110 Flat Panel Displays WG5 OLED display. T Mou (China) is an active member of WG5 and accepted to serve as the liaison person.

Changes in TCs and Reporterships

· The chair of TC2-32 (Measuring retroreflectance of wet horizontal road markings) has been changed to Norb Johnson (USA).

· The TR of TC2-49 has been changed to “Produce a CIE recommendation for measurement of effective intensity of flashing light.”

· A minor change in the TR of TC2-58. New TR: “To prepare a CIE Technical Report recommending measurement methods for the luminance and radiance of LEDs, taking particular account of the specific requirements of relevant photobiological safety standards.”

Future D2 Meetings and Symposia

2009 D2 will meet in Budapest, Hungary June 1-3, as a part of the CIE Midterm session May 24 - June 3. The Conference on Light and Lighting (May 27-29) will include sessions on measurement of LEDs/SSL.

2010 Bern, Switzerland, was proposed by Peter Blattner (METAS). Other proposals are welcome by 2009 D2 meeting. Suggestions for a symposium are also welcome.

DD Ohno expressed his great thanks to Maria Luisa Rastello and her staff members of INRIM for hosting the CIE Expert Symposium and Division 2 meetings in Turin, with excellent facilities, arrangements, and gracious hospitality. The meeting adjourned at 6 PM.
