Summary of London
Meetings
April 27, 2000
A summary of the London meetings is given below for your early
information. For further details, please wait for the draft
minutes to be posted within a few weeks.
I. Div.1/Div.2 Joint meeting (6 April)
We had a successful joint meeting of Divisions 1 & 2 for
two and half hours, with 68 attendees. We had short reports from
D1 Drector Sagawa and D2 Director Goodman, and then from TC1-37
(Supplementary System of Photometry), 1-46 (equivalent luminance),
1-48 (Revision of CIE 15.2), 2-39 (Geometric Tolerances for
Colorimetry), 2-49 (flashing lights), and TC2-16/28/42
(colorimetry-related TCs). There were brief discussions on each of
these TCs and many good comments were exchanged between the two
Divisions.
II TC meetings (6-8 April)
The following TCs met in Teddington:
TC2-16 (Rastello) - 5th draft discussed.
TC2-36 (Rennilson) - Results of Division ballot were discussed
for final (15th) draft.
TC2-39 (Rich) - Action items from last meeting were discussed
for their second draft.
TC2-42 (Hanson) - First draft discussed.
TC2-43 (Sauter) - 3rd draft discussed.
TC2-45 (Muray) - 2nd partial draft discussed.
TC2-46 (Scarangello/Jones) - 3rd draft discussed.
TC2-48 (Eppeldauer) - 2nd draft discussed.
TC2-49 (Ohno) - 2nd partial draft discussed.
Ad-hoc meeting on photometry of white LEDs (Ohno) -
presentation by K. Kohmoto.
Ad-hoc meeting on photometry of emergency luminaires
(Vandermeersch)
The minutes of these TC meetings should be issued from the TC
chairpersons.
III. Division2 meeting (8 April)
We had 37 attendees from 14 countries including 13 country
members. We had reports from D2 officers and reports of all the
TCs, reporters, and liaisons, which will be covered in the
official minutes. Some important action items are summarized
below.
1. Email reflectors and virtual meeting
D2 agreed to establish email reflectors for each TC to
facilitate virtual TC meetings. Secretary has undertaken to set up
these email reflectors at NIST. All TC chairpersons, please send
the list of email addresses of your TC members to Secretary
(because some of the TC members are not on the D2 Mailing
List).
2. Discussion on electronic Division ballot
Editor pointed out that, in recent Division ballots (TC2-14,
TC2-36), we had much less number of votes than expected and,
particularly, some country members claim that they have not
received the notification. D2 came up with suggestions to Central
Bureau (CB) that, when division ballot is distributed to country
members, 1) CB also notify this to the NCs, the TC chair, and
Division Secretary; 2) add a request for confirmation of reception
of document by the country members - and follow up if no response
received; 3) send reminders 30 days and 60 days after ballot has
been sent out. Ballot for TC2-35 document is now in progress (due
May 31), and above process 2) and 3) should be taken now. Director
will contact CB for these requests.
3. Some news from TC, liaison reports
* Related to TC2-35, there will be a new committee in D1 to
define V10(lambda).
* There will be a new TC in D1 to produce a CIE standard on
colorimetry based on CIE15.3 (being developed).
* Official liaison person from CIE to ISO/IEC JTAG2 is now Tim
Kohler of D8, who will provide JTAG2 information to D2 Secretary.
Dave McDowell, the chair of JTAG2, can also serve as a good
liaison channel.
* TC100/PT61966 has been restructured to be TC100/TA2
(Technical Area 2).
4. Proposals for new TCs / reporterships
(1) Photometry of Emergency Lighting Luminaires
(Vandermeersch)
TR: To produce an addendum to CIE publication 121 containing
specific requirements for the photometry of emergency lighting
luminaires, in particular to provide additional correction factors
on the relative output of the luminaires at specified times of
operation.
Decision: D2 agreed to establish this new TC.
(2) CIE/ISO standards on retroreflectance measurements
(Rennilson)
Decision: TR and proposed chairperson will be prepared by
Rennilson for circulation to TC2-36 and then for division ballot
by email.
(3) Measurement of metallic coating (Cal McCamy)
Decision: Johnson will work with McCamy to prepare TR and to
circulate it for division ballot.
(4) Definition of star magnitude (Rastello)
TR: Establish the relationship between astronomical magnitude
(magnitude of stars) and the SI unit, lux.
Decision: Director will bring it up at next Board meeting to
get inputs from other Division directors and, if appropriate,
establish a reportership.
* The title of the proposals (2)-(4) are tentative.
5. Closing of functions
D2 agreed to close R2-22 Implementation of SI Photometric
Units, as proposed by the reporter.
6. Discussion on drafts on the website
Director summarized the comments posted at previous email
discussions, which were sorted out into the following three
options:
1) Drafts totally open &endash; use no password at all.
2) Restrict to Division 2 Mailing List (including all TC
members) - use one global password.
3) Restrict to members of each TC - use individual password
for each TC.
After very active and long discussions, we had informal votes
for the three options from all the attendees. The result was: 7
votes for option 1, 10 votes for option 2, and 10 votes for option
3. As we had very close votes, and only option 3 is in line with
the current CIE Code of Procedures, Director suggested that we
take option 3 for the time being, although this may not be a
majority choice by Division 2. Director will bring this issue up
at the next Board meeting for discussion related to future CIE
policy on publications and source of income. Secretary will set up
the D2 website according to this tentative decision.
7. Future meetings
2001 May 16-19 at NIST, Gaithersburg, Maryland, USA, in
conjunction with CORM2001 (Council for Optical Radiation
Measurements) and with the NIST Centennial Celebration. D2 main
meeting will be May 19 (Sat).
2002 As there have been no proposals from any countries,
Director suggested to have another joint meeting with Division 1,
possibly in Slovenia, in conjunction with AIC Session. Any other
proposals can still be considered.
2003 Around last week of June to first week of July, San
Diego, California, USA, as part of CIE 25th Quadrennial
Session.
