President of CIE (2003-2007), Wout van Bommel
New President of CIE (2007-2011), Franz Hengstberger
New Vice President Technical, Janos Schanda
DirectorŐs
Report (T Goodman)
á
All CIE publications will be reviewed every four years to determine whether
they are current or need to be updated.
Detailed procedures are TBD.
á
Guidelines for TC membership have been developed in D2. Similar guidelines
are considered for all CIE Divisions.
á
Guidelines for Uncertainty sections in TC reports have been developed in
D2. These guidelines are available on the D2 website.
á
Director asked for feedback on the CIE publication webshop. There were
comments that the restrictions on PDF files make them very difficult to use.
á
The next CIE Midterm session in 2009 will be in Budapest, Hungary. Dates
are TBD (last week of May is considered). Next Quadrennial Session in 2011 will
be in South Africa.
SecretaryŐs
Report (Y Ohno)
á
D2 now has 36 country
members.
Belgium representative has changed.
á
The summary and minutes of the 2006 D2 Meeting in Braunschweig were
produced and distributed.
á
About 200 people are on
the D2 mailing list (reflector) and it is regularly updated.
á
The D2 website has been
kept updated. 17 TC drafts are
posted. TC chairs should
distribute TC passwords to TC members periodically. All country representatives can get a global password to
access all TC drafts.
á
Email reflectors for D2 and eight TCs are maintained. Use of email reflectors for TC
discussions between physical meetings is strongly encouraged.
á
Due to the change of Secretary and the security issues with the NIST
server, the D2 website will be moved soon to CIE CB server.
EditorŐs
Report (J Gardner, read by Y Ohno)
á
Final revisions have been prepared for DS014-1, DS014-2, TC2-16 and TC2-45
documents (these have all been published).
á
TC2-25 document has been edited for Division ballot.
á
The Editor is willing to review TC drafts informally once they near final
form, possibly often. But before the
TC ballot, the Editor would like to receive a formal request from TC chair for
official D2 editing. TC chairs are requested to send new TC drafts to the Editor
according to these suggestions.
á
If Editor does not respond to TC chairŐs request for one month, the TC
chair should send him a reminder.
Progress reports from
TCs, Reporterships, and Liaisons
á
The following 11 TCs and one reportership met in Beijing on July 9 and 10:
TC2-40 (Blattner), TC2-47 (Sperling), TC2-48 (Eppeldauer), TC2-49 (Ohno),
TC2-50 (Schuette), TC2-51 (Austin), TC2-52 (Vandermeersch), TC2-53 (Roesler),
TC2-56 (Miller), TC2-58 (Kohmoto), TC2-59 (Blattner), and R2-36 (Heidel).
á
The status of all the 25 TCs, reporterships, and liaisons were reported by
TC chairs, reporters, and liaison persons, who were present, coordinated by the
Associate Directors. Some written reports were read for those who were not
present at the meeting.
For
reports of each TC, see the minutes of the meeting, which are forthcoming.
T Goodman handed over the
meeting chair to Y Ohno at this point.
Goodman was enthusiastically thanked by the new management team and the
participants for her excellent leadership for Division 2 for the past eight
years. Goodman stays on CIE Board
as Vice President Publication for the next term.
Dissolution
of TCs and Reporterships
á
TC2-42 Colorimetric measurements for
visual displays (K Vassie): Closed
due to inactivity. Related activity will continue under a new
reportership.
á
R2-28 Evaluation of colorimeter
spectral responsivity (B Kranicz):
Closed due to inactivity for several years.
á
R2-37 Industrial lighting
requirements for a D65 illuminant (E Pierson): A report was submitted in 2006
with no TC proposal, and activity completed.
New
TCs and Reporterships Established
(1) TC2-62 Imaging-photometer-based Near-Field
Goniophotometry
Chair: Walter Steudtner (Germany), AD: Sauter
TR: To prepare a CIE recommendation on the methods for
characterization and calibration of imaging-photometer-based near-field
goniophotometers and for determination and conversion of photometric data of
lamps and luminaries for both near-field and far-field applications.
(2)
R2-38 Measurement of
spectral properties of photometers and colorimeters
Reporter: Jiangen Pan (China), AD: Sauter
TR: Investigate the measurement conditions for spectral
responsivity of colorimeters and photometers, with special account for
determination of f1Ő.

TR: Liaise with International Committee for Display Metrology in
Society for Information Display and investigate possibility of collaboration.
Changes

á
The chair of TC2-40 is changed to Peter Blattner (Switzerland), due to
death of R Rattunde.
á
The chair of TC2-59 is changed to Udo Krueger (Germany), due to BlattnerŐs
taking on TC2-40.
á
The TR of TC2-51 (Calibration of

New TR: Produce a technical report for the calibration
of detector array spectroradiometers primarily for the determination of
colorimetric and photometric quantities, including performance characteristics,
evaluation of these characteristics, calibration methods and guidance in the
application of methods for the determination of uncertainty.
á
The TR of TC2-49 will be changed to limit the scope to measurement of
effective intensity only. The new
TR will be finalized by the TC.
Future
D2 Meetings and Symposia
2008: D2
meeting will be in Torino, Italy, hosted by M L Rastello. In conjunction, a D2 symposium on
Advanced photometer, colorimeter, and spectral measurements (tentative title, with
a focus on imaging photometers and colorimeters, spectral measurements and f1'
characterization, near-field goniophotometry among other topics) is
planned. The week of July 7 is
considered, and to be officially announced soon.
2009: D2
will meet in Budapest, Hungary, in conjunction with the CIE Midterm
session. A conference on
solid-state lighting is planned for the Midterm. This will include sessions on
measurements of LEDs/SSL and will replace the LED measurement symposium that
was planned by D2 earlier. Dates are TBD (last week of May is considered).
2010: Open
Adjournment
Y Ohno expressed his great
thanks to Chinese National Committee of CIE for hosting the CIE Session and
Division meetings in Beijing with excellent facilities and gracious
hospitality. The meeting adjourned at 5:30 PM.
