The 1997 CIE Division 2 meeting took place on September 4, 1997, at Durban Electricity Division, Durban, South Africa. In conjunction with this Division 2 meeting, the following TCs met on September 3, 1997 at International Convention Center. Minutes of these TC meetings may be distributed to TC members. Brief reports on these TCs are included in the Division 2 Meeting minutes below.

Prior to Division 2 Meeting on September 4, a joint meeting of Div. 2 and Div. 4 was held for an hour and a half and is summarized below.

Chaired by: Hengstberger (Director, Division 2), and P. Walravan (Director, Division 4)
 
D2 Director, F. Hengstberger and D4 Director, P. Walravan opened the meeting at 8:40 am. There were about 40 attendees. G. Sauter was congratulated on his birthday and his recovery from illness.
 
W. van Bommel reported on the strategy and business plan of CIE, as formulated on the "Future State Visioning Workshop," held during September 1996 in Vienna, with CIE board members and Central Bureau staff as participants. Discussion followed and several opinions were expressed as follows: use of internet (E-mail, WWW) by divisions, technical committees, and national committees should be promoted; the business plan should include attention to publicity, e.g. on TV, about CIE conferences.
 
N. Johnson reported on the D2 TCs related to D4 work: TC2-19, 25, 36, 32, 39. F. Hengstberger added reports on TC2-14 and 23. Sorensen reported D4 TC s related to D2 work: TC4-25, 32. J. Rennilson reported on the TC2-36. J. Schanda commented that technical committees should make more use of correspondence (particularly email) to accelerate completion of work. Problems with the CEN document (CEN223) on driver needs for road markings, and the applicable retroreflectance measurements were discussed. The following points were noted: CEN did not ask CIE Division 4 to handle the issue, i.e. no official requests were received from CEN. However some CIE members are involved in the CEN committee. H. Terstiege gave some details about the issue and those involved. F. Hengstberger suggested that CIE should promote equivalence of standards with the US and with Europe. Attendees agreed that D2 and D4 should meet jointly once in a while.

1. Call to order
The Division Director, F. Hengstberger, opened the meeting and welcomed all present. He introduced the Division officers present (Associate Directors, Secretary, and Editor) and asked all present to briefly introduce themselves.
 
2. Approval of agenda
The circulated agenda of this Division 2 meeting were approved.
 
3. Approval of 1996 Division 2 meeting minutes
The circulated minutes of 1996 Division 2 Meeting in Vienna were approved with no change.
 
4. Secretary's report (Y. Ohno)
The 1996 Activity report was issued which included the minutes of 1996 Division 2 Meeting in Vienna. Six other circulars including the announcements of the LED Workshop, the Symposium on Color Standards for Imaging Technology, 1997 Division 2 Meeting in Durban, and etc. These circulars were distributed by email / fax each time, but also by physical mail in Dec. 96 and Apr. 97.
In April 1996, D2 mailing list survey was conducted, and the mailing list was updated with numerous changes. The list currently includes 97 persons, among which, 67 persons (43 a year ago) have email addresses. Fax is used for ~10 persons, and ~20 persons are accessed only by physical mail. We encourage more people to obtain email access. Email (or fax) is now used as the main communication means in Div. 2. Only important circulars are distributed also by physical mailing, which occurs a few times a year.
There are now 34 national members, the same number as last year. The national members of Austria and Denmark have changed; see list above.
CIE Division 2 Home Page has been established with URL "http://nml.csir.co.za/~cie2". This website provides the information such as; Organizations (Division officers, Official Division members, Current TCs, D2 Mailing List), Circulars and Activity Reports (since Dec. 1996), and Division Meetings Announcements. D2 thanks Dr. Hengstberger who made great efforts to establish this website and will maintain it at CSIR.
Per a suggestion by CIEBA, D2 Activity Reports will also be distributed to the directors and the secretaries of Division 1, 4, and 6 to assure coordination of activities.
 
 
5. Editor's report (J. Moore)
The document from TC2-10 "The Photometry and Goniophotometry of Luminaires" has been published as CIE Pub. 121-1996. The following TC reports were edited:
"Measurement of Reflectance and Transmittance, including Turbid Media" (TC2-14)
"LED Measurements" (TC2-34)
The following two ISO/CIE standards were edited.
"CIE Standard Colorimetric Illuminants" (TC2-33)
"The CIE System of Physical Photometry" (TC2-35)
The proposed new ISO/CIE Standard, "CIE Standard Colorimetric Illuminants", received some negative comments in the NC ballot. It has been amended to meet these criticisms and will be circulated again for a second NC ballot.
After editing the proposed ISO/CIE Standard, "The CIE System of Physical Photometry", a substantial change was proposed by a TC member, which is now under consideration. The document may go through modification and editing again.
 
 
6. Progress report of Technical Committees
Progress reports on TC2-04, 16, 17, 24, 28, 29, 34, 38, 40, 41, 42, and 43 were given by Associate Director Goodman. Reports on TC2-11, 14, 19, 25, 30, 32, 33, 35, 36, 37, and 39 were given by Associate Director Johnson. Reports on TC2-10, 22, 23 were given by Director Hengstberger for Associate Director Vandermeersh. Those TC chairpersons present gave their own reports. The summaries of these reports are listed below in numerical order of the TC.
 
TC2-04 Secondary standard sources

TR: Produce a technical report on the selection and operation of stable secondary standard sources.
ST: The document was about to go out for TC ballot, but one national member expressed concern about the choice of photographs used to illustrate the various types of lamp. The TC chairman feels that illustrations are essential in a document of this kind and is to discuss the problem with various interested parties in the hope of resolving the problem.
 
TC2-10 Photometry and Goniophotometry of Luminaires

TR: Prepare a report on the photometric characteristics of luminaires and their measurement.
ST: The report has been published as CIE Pub.121. The TC is closed. (D2 Director received a proposal from the chairman to change the title and the scope of the report so that "lamp" is included. The Director will send the proposal to the Central Bureau. )
 
TC2-11 Gonioreflectometry of Standard Materials

TR: Study gonioreflectometric properties of standard white reference materials, including measurements and survey of published data.
ST: The chairman proposed to close the TC, the reason being that the subject matter has already been published in the NIST Tech Note 1413, and also that the proposed additional intercomparison between NIST and PTB was not likely to occur in the near future. The chairman is to send the summary of the NIST Tech Note and publish a short report in CIE news or CIE Collection. The TC will be closed.
 
TC2-14 Measurement of Reflectance and Transmittance, Including Turbid Media

TR: Define the standard geometric conditions for the measurement of transmittance and reflectance.
ST: Division Editor reported. Since the document is fairly large because transmittance and reflectance are treated separately. Editing has been completed. There will be a Division ballot shortly.
 
TC2-16 Characterization of the performance of tristimulus colorimeters

TR: To produce a report recommending methods for assessing the performance of tristimulus colorimeter heads for measuring chromaticity coordinates.
ST: The TC met on Sep. 3 and 5 in Durban. The third draft was discussed. The chairperson asked for written comments within 2 months from all TC members to prepare the final draft for TC ballot.
 
TC2-17 Recommendation for integrated irradiance and spectral distribution of simulated solar radiation

ST: A new draft "Solar simulators for testing purposes" has been prepared and is being circulated in the TC. The chairman is requested to circulate the document to all the D2 members for comments before TC ballot in order to ensure a wide range of applications to be considered. After edited by the Editor, CIECB will convert the document to a PDF file, and the Secretary will distribute the document by email.
 
TC2-19 Measurement of the Spectral Coefficient of Retroreflection

TR: Identify the critical measurement parameters, tolerances, and requirements for, and conduct an international intercomparison of, the spectral coefficient of retroreflection.
ST: The TC met on Sep. 3 in Durban. The third draft of the document was discussed. The next draft will be sent for TC ballot. The intercomparison data (250 pages) will not be included in the report, and decision is to be made on what to do with the data. The TC would like to see the Technical Report made available in disc form.
 
TC2-22 Luminous Flux of High-Pressure Sodium Lamps

TR: Conduct an intercomparison of luminous flux measurements on high-pressure sodium lamps.
ST: The TC chairman has moved to another organization. A collection of papers relating to the intercomparison has been retrieved and was handed to the Division Editor at the meeting, but these are incomplete. The Editor agreed to prepare a short report, based on the available material, for publication in an appropriate CIE Collection. The TC is closed.
 
TC2-23 Photometry of Street-Lighting Luminaires

TC2-24 Users guide for the selection of illuminance and luminance meters

ST: A proposed outline of the document was circulated. Working on preparation of a new draft, aiming at fairly basic, "down to the earth" guide to the use of illuminance and luminance meters in industrial, rather than scientific laboratory measurements.
 
TC2-25 Calibration Methods and Photoluminescent Standard for Total Radiance Factor Measurement

TR: Prepare a CIE report on methods for measurement of total radiance factors of photoluminescent materials. Recommendations for realizing and calibrating photoluminescent standards by the one and two-monochromator method will be included.
ST: TC met last in August 96, Vienna. The 5th draft of the TC report was distributed in Nov. 1996. The TC will meet in Oct. 1997, at ISCC meeting, Baltimore. The draft after the next meeting may be sent out for TC ballot.
 
TC2-28 Methods of characterizing spectrophotometers

TR: Write a CIE report on the characterization of spectrophotometers by means of reference materials and other methods, with particular reference to linearity, wavelength error, stray light, and integrating sphere errors.
ST: Third draft is almost ready with all the chapters complete. Most figures and references are available, but a few more need to be added. Expect circulation of the 3rd draft by the end of 1997.
 
TC2-29 Measurement of detector linearity

TR: Prepare a CIE guide on methods for the characterization of the linearity of detectors of optical radiation, including different principles by which the linearity of detectors can be determined and causes of non-linear behavior, to aid users of optical radiation detectors in the selection and use suitable devices for specific applications.
ST: The TC met on Sep. 3 in Durban, discussed the latest draft. Some revisions needed and some text to be added. Finish sections on detector types, presentation of results, references and diagrams. Next draft planned for December 1997.
 
TC2-30 Diode Array Radiometry

TR: Prepare an annotated bibliography for the CIE journal on diode array radiometry. Make appropriate recommendations for future work in diode array radiometry.
ST: The chairman requested resignation from the TC chair due to increased work load. The Secretary will contact the chairman and try to retrieve the draft document. A decision for further action is to be made at the next D2 meeting in Boulder.
 
TC2-32 Measuring Retroreflectance of Wet Horizontal Road Markings

TR: To prepare a guide for the methods of measuring coefficient of retroreflected luminance (specific luminance) of horizontal road markings under wet weather conditions.
ST: The chairman, T. Bradshaw (USA), resigned in 1995. A new chairperson was sought, and a candidate, Mr. Hudson from 3M Company, USA, was found. Division 2 agreed on the new chairman. He will take over the TC after approval by CIEBA.
 
TC2-33 Reformulation of CIE Standard Illuminants A and D65 (Revision of CIE/ISO 10526)

TR: To rewrite CIE Standard S001 in terms of thermodynamic temperatures, and in a manner such that the spectral distributions of the standard illuminants are preserved, but are independent of international temperature scales.
ST: The document was circulated for NC ballot and received some negative comments. Division Editor had a meeting with Schanda, Johnson and Hardis on Sept. 3 and agreed on changes to meet some of the objections. Division Editor will contact the TC chairman to inform him of the changes and the amended document ill be circulated again for a second NC ballot.
 
TC2-34 LED Measurements

TR: To investigate and recommend standard LED measurement methods including parameters to be measured.
ST: The final draft (4th draft) is in the hand of CIECB. TC ballot is in progress, with deadline Sep. 21. After the Division ballot, CIECB plans to publish the document before the CIE LED Workshop starting Oct. 24, 1997, unless the document is voted negative. Revision is planned in a few years, and a follow-up TC may be established. (There were no negative votes in the Division 2 ballot in October and the Technical Report has been published as CIE Pub.127-1997.)
 
TC2-35 CIE Standard for V(l) and V'(l)

TR: To prepare a new CIE Standard on the present V(l) and V'(l) functions.
ST: The chairman received comments (to the edited draft) from the TC members and from the ad-hoc meeting held on Aug. 30, 1996. The chairman, the Secretary, and G. Sauter met at NIST on Oct. 18, 1996 to discuss the issue related to CIPM raised by Sauter. We agreed that Sauter send to the chairman a rewrite of the scope of the document for further discussion on this issue. The chairman agreed to prepare a further version of the document as soon as he has received the comments from Sauter and will circulate the document again to all TC members.
 
TC2-36 Retroreflection: Definition and Measurement (Revision of CIE Publication 54, Liaison with CEN/226) AD: Johnson

TR: To revise and update publication 54. To standardize test methods and measurement geometry for measuring the photometric and colorimetric properties of all types of retroreflectors under both day and nighttime conditions. To prepare this CIE document in ISO format to be issued as a joint CIE/ISO standard.
ST: The TC met on Oct. 18, 1996 in conjunction with Division 4 meeting, inviting Div. 4 people. After the meeting, the 6th draft was prepared. The TC met on Sep. 3 in Durban to discuss the draft, which is close to completion. The document is planned for a Technical Report, CIE pub. 54.2, and later, a shorter version is to be published as a CIE/ISO standard. Schanda raised a concern with the copyright with the CEN226 document. Although the CEN-CIE agreement is forthcoming, the chairman is to send the draft to CEN officially.
 
TC2-37 Photometry Using Detectors as Transfer Standards

TR: To prepare a report on the properties of V(l)-corrected detectors that are suitable for disseminating and maintaining photometric units. This report will include methods for the use of these detectors.
ST: The fourth draft was prepared after the last meeting in Aug. 96, Vienna. The TC met on Sep. 3 in Durban to discuss the latest draft. Except for disagreement in the use of a few terms, the TC agreed on the technical content of the document. After resolving the terminology issues, the next draft (5th draft) is planned for TC ballot.
 
TC2-38 Flare Photometry

TC2-39 Geometric Tolerances for Colorimetry

TR: Compile a technical report and recommendations specifying the geometric tolerances for the various geometries in colorimetry, including 0/45, 0/d and others. Parts of this technical report may be suitable for inclusion in a CIE standard specifying several geometric tolerance levels.
ST: The TR has changed as proposed at Aug. 96 meeting in Vienna. The TC met on Sep. 3 in Durban. An Interim activity report (Sep. 3, 1997) was distributed. Literature of the subject has been collected and reviewed. The current working program is to utilize ISO 5/1 and ASTM E 1767, and to define specifications of reflectance factor (t/8, d/8, d/0), radiance factor (45/0) and transmittance geometries (0/0, d/0). Specifications will be developed via computer simulation and verified experimentally. A need for liaison with TC1-48 (revise Pub. 15.2) was addressed. The chairman is to be on TC1-48.
 
TC2-40 Characterizing the Performance of Illuminance and Luminance Meters

TR: Convert the present CIE Technical Report No. 69 into an ISO/IEC standard. Prepare a combined CIE/ISO standard describing the definitions of quantities influencing the performance of illuminance and luminance meters, as well as defining measurement procedures for the individual error quantities.
ST: The TC met on Sep. 3 in Durban with 14 participants. First draft was discussed. 80 % of the proposed contents were included. The next draft will be rewritten in the ISO/CIE standards format, including additional contents. The chairman requested further written comments on the current draft. Some errors in Pub. 69 are to be corrected in this document (Schanda). Liaison with OIML TC14 should be considered. Next meeting planned for Boulder.
 
TC2-41 Industrial Photometry in Developing Countries

TR: To prepare a Technical Report giving guidance on recommended practices for photometric measurement (including sphere photometry and goniophotometry), taking account of the special requirements of industrial laboratories in developing countries.
ST: In an attempt to find an affordable solution for obtaining low-cost reliable standard lamps for sphere photometry, experiments have been conducted for the past year in a reputed laboratory in India to establish the reliability of indigenously manufactured lamps from components imported from developed countries. The outcome of the experiment is encouraging. A draft report on the finding of this experiment is under preparation.
 
TC2-42 The Colorimetry of Visual Displays

TR: To produce a Technical Report summarizing recommended practice for the measurement of the colorimetric and spectroradiometric properties of visual displays.
ST: The proposed contents of the report were circulated at the end of 1996. Comments from members are being sought. Chairman is maintaining strong links with other organizations working on VDU measurements. The chairman is preparing a talk on this TC at the coming CIE Symposium on Color Standards for Imaging Technology, Nov. 1997, Scottsdale.
 
TC2-43 Determination of measurement uncertainties in photometry.

TR: To prepare a CIE recommendation as basis for the determination of measurement uncertainties valid for quantities used in photometry.
ST: This TC was established in Sep. 1996. Due to the chairman's medical problem, no draft has been written yet. There was an internal meeting within PTB on this subject, and 20 page notes were produced. Chairman plans to distribute the notes in English by email. A guide-type document is aimed. The chairman cannot come to Boulder. Work will progress by correspondence. The first meeting may be in Warsaw.

ST : ASTM E12 is meeting twice a year. The reporter work should be continued.
 
R2-09 Absolute Cryogenic Radiometers (A. Parr, USA) AD: Johnson
ST: Parr sent a brief status report to the Secretary. Approximately a dozen national laboratories have cryogenic radiometers to determine spectral responsivity scale and also to realize photometric units. The CCPR is operating an intercomparison of cryogenic radiometers. The results will be available for the next CCPR meeting scheduled for 1999. At this time, there has not been widespread usage and application of cryogenic radiometers by industrial or commercial firms. As a consequence there does not seem to be any need at this time for CIE to take specific action. However, as the use of these devices matures, CIE may want to explore the possibility of developing standard measurement procedures. This reportership remains open for the time being.

ST: Report was given by Ohno and Bhagat. SAE (Society for Automotive Engineers) has completed the draft document ARP5029 (Measurement procedures for aircraft anticollision lights), and NIST has established calibration services for flash-photometers for anticollision lights. FAA (Federal Aviation Administration) is addressing needs for international harmonization in this area and for more knowledge of human vision effects for flashing light (such as multiple flashes). Schmidt-Claussen offered information on ICAO (International Civil Aviation Organization). The chairman will contact ICAO to obtain more information, and prepare proposals for Divisions 2 and 1 for 1998.

ST: International Lighting Vocabulary is going to be revised, and Division 2 is to provide the updated vocabulary manuscript for the optical radiation measurement part. Moore reported that there still was an incredibly large amount of work and would take a long time. Division 2 decided to turn this reportership into a technical committee with Moore as the chairman. Schanda, Kohler, Sauter, Johnson, and Ohno offered support in this work.

8. Liaison report
 
CCPR (Kohler)
Action has been taken to change the reportership from A. Parr to R. Kohler. Kohler gave the following report. BIPM is drafting a document on the "key intercomparisons" in order to establish a basis for international recognition of equivalence. CCPR had a special meeting in June 1997 to discuss this issue. Working Group, Parr as the chair, proposed quantities for the key comparisons. Currently proposed quantities include spectral irradiance (200-2500 nm), spectral responsivity (200-1000 nm, 900-1600 nm), luminous intensity / illuminance, luminous flux, spectral diffuse reflectance, and spectral regular transmittance. A document. The WG will meet in NEWRAD. Bastie will report CIE work at CCPR. Next regular CCPR meeting will be April, 1999.

No report. This reportership will be closed because its importance has decreased.

Y. Ohno has been appointed as the official D2 liaison. CIECB will contact IEC for establishing official contact with the liaison person in the TC100 activity. (The Secretary made a direct contact and established a liaison with IEC TC100 PT61966 - Colour Measurement and Management in Multimedia Systems, in Nov. 1997.)

10. New TCs
TC2-44: Vocabulary Matters; J. Moore as the chairman. Reportership R2-20 has been turned into this technical committee. AD: Vandermeersch.
 
R2-22: Implementation of SI photometric units; R. Kohler as the reporter. Moore proposed a new TC to prepare a short analysis, for publication in a CIE Collection, of the effect of different spectral luminous efficiency functions on the measurement units and the problems of measurement when the spectral luminous efficiency function of the observer does not correspond to either V(l) or V'(l). Division 2 decided to establish a Reportership because it was felt to be premature to establish a TC on this subject at the present time.
 
11. Future meetings:
1997 CIE Workshop on LED Measurements, Oct. 21-25, at CIECB in Vienna. Also, CIE Expert Symposium on Color Standards for Imaging Technology to be held in Scottsdale, Nov. 21-22.
1998 CIE Div. 2 will meet in conjunction with CORM98-international, at NIST, Boulder, USA. It is planned for May 18-19 (CIE), 20-22 (CORM). ISCC will be in the 3rd week of September. CCPR will meet in the third week of September in Paris.
1999 CIE Div. 2 will meet in conjunction with the CIE 24th Session, Warsaw, Poland. Joint meeting with D1 is planned. CIE is looking for a subject for CIE Symposium in 1999 from D2 topic. Retroreflection was suggested.
2000 TBD
2001 There is an invitation by NIST(USA) which will celebrate NIST Centennial. NIST is also inviting CIE Midterm, but it is not decided. There will be Lux Pacifica in Vancouver. There will be AIC Conference in Rochester in the last week of June.
 
12. Other business
1) Election of new D2 Director. Hengstberger asked for nominations from D2 members by D2 meeting next year. There will then be a postal vote and D2 will submit the names of two or three candidates to CIEBA. CIEBA will then make the final choice, balancing the representation from different countries. On taking office after the CIE quadrennial meeting in 1999, the new Director will appoint a new management team.
 
2) D. Sliney (D6 Director) requested that liaison with Division 2 be established for the following TCs.
