The 1996 CIE Division 2 Meeting took place on 31 August, 1996, at
CIE
Central Bureau, Vienna, Austria. In conjunction with this Division
2
meeting, the following TCs met on 30 August at Central Bureau.

1. Call to order
The Division Director, F. Hengstberger, opened the meeting and
welcomed all
present. He introduced the Division officers present (Associate
Directors,
Secretary, and Editor) and asked all present to briefly introduce
themselves.
2. Approval of agenda
The circulated agenda was approved with adding "Approval of 1995
Div.2
meeting minutes" and "Director's report".
3. Approval of 1995 Division 2 meeting minutes
The circulated minutes were approved with one correction: J. M.
Coutin
(France) is added in the attendees list. (A letter was received later
from
J. Gardner correcting that he was listed but not present.)
4. Director's report (F. Hengstberger)
The former Division Secretary, A. Bittar (New Zealand), had a
reorganization at his institute, and became unable to continue his
CIE
work. This cast a serious urgent problem for the Division. The
Division
Director, F. Hengstberger, carefully considered candidates for the
new
secretary and requested Y. Ohno (USA) to fill in this
responsibility.
After careful consideration, he accepted this request. The
Director
expressed his thanks to Y. Ohno for accepting to be the new
Division
Secretary.
The Director and the new Secretary compiled the minutes of the
1995
Division 2 meeting in New Delhi, without information from the
former
Secretary. The minutes therefore may lack in accuracy.
5. Secretary's report (Y. Ohno)
Ohno accepted to be the new Secretary in June 1996. As soon as he was
on
board, he worked with the Director to organize this 1996 Division 2
meeting
in Vienna. The Secretary expressed his thanks to Dr. Schanda and
Ms.
Hermann for their kind arrangements at CIE CB for this meeting.
The minutes of the 1995 Division 2 meeting in New Delhi were
compiled and
distributed in the Division 2 Circular dated June 20, 1996.
The Division 2 mailing list was succeeded from the former
Secretary, and
was updated to include e-mail addresses and fax numbers. 14 more
people
were added to make the total number of 92 persons in the list. The
country
members now count 34. The current list contains 46 e-mail addresses
and 70
valid fax numbers. The Secretary has access to fax-modem service
which
allows to send information through e-mail system. Effort will be
continued
to provide faster and easier communication between Division 2
members.
CIE Central Bureau has established a Web page on Internet:
http://www.cie.co.at/cie/home.html
This home page should be utilized further to disseminate updated
information such as status and members of Technical Committees,
announcement of Division meetings, etc.
6. Editor's report (J. Moore)
The Division Editor received and edited technical report drafts from
TC2-10
and TC2-14, and CIE standards drafts from TC2-33 and TC2-35.
TC2-17, TC2-33, TC2-35, TC2-36, TC2-39, and TC2-40 are currently
listed as
standards committees. However, the Editor found that TC2-17, TC2-36,
and
TC2-39 were going to produce technical reports, not CIE standards.
The
standards committee list will be corrected. Some of these TCs may
be
producing CIE standards after finishing technical report, in which
case, a
new TC should be established for writing CIE standards.
All the TC chairpersons working on standards should be aware of
the
differences and should follow the Code of Procedure for Drafting
and
Presentation of CIE Standards issuied by the CIE CB. This is based
on
IEC/ISO Directives - Part 3."
Some mechanism is needed in the Division to oversee, on regular
basis,
existing standards, activities of TCs writing standards, and needs
for
future standards. The Division Officers will take measures.
7. Progress report of Technical Committees
7.1 Associate Director G. Vandermeersh
TC2-10 Photometry and Goniophotometry of Luminaires
CM: G. Vandermeersch (Belgium)

TR: Prepare a report on the photometric characteristics of luminaires
and
their measurement.
ST: The report was fully edited by Division Editor, and Division
ballot
was done. There was one negative vote from Netherlands, one abstain
from
Sweden, and three votes with comments. Glare from luminaires was an
issue
in the negative vote. Lack of references (IEC documents) and lack
of
preciseness of some of requirements (bare lamp ambient temp and
position,
partial luminance of luminaires, etc.) were cited. Selection of
goniophotometers was dropped from its scope, and will be a future
area to
work. Division 2 agreed to submit the document to Board Meeting after
minor
modifications by the chairman. The new document (Pub.121) will
replace
Pub. 24 and Pub.27. The Pub. 43 is kept current. The new document
will be
presented at the next Division 4 meeting in October 96. (There was
a
press release in Sep. 1997 on the publication of this document.)
Discussion on numbering of documents
J. Moore raised a concern about numbering of the CIE documents. If a
new
document replaces an old document, the new document should have the
same
number with additional edition number, like No.15.2. The document
numbering is now not consistent. There should be a written procedure
for
numbering including cases for editorial changes and figure changes.
Many
agreed, and the Director will raise this problem at the Board
meeting.
TC2-22 Luminous Flux of High-Pressure Sodium Lamps

TC2-11 Gonioreflectometry of Standard Materials

TR: Study gonioreflectometric properties of standard white

materials, including measurements and survey of published data.
ST: The draft was balloted by TC. There was a negative vote, citing
needs
for more international content. A decision was made to conduct an
intercomparison between NIST and PTB, the data of which is to be
included
in the current draft. The new draft is to be finished by 1997
mid-term
meeting. The report will be published in CIE Collection.
TC2-14 Measurement of Reflectance and Transmittance, Including
Turbid Media

TR: Define the standard geometric conditions for the measurement
of
transmittance and reflectance.
ST: The document was unanimously approved by TC and sent to
Division
Editor. Editing has been done resulting in extensive comments. The
Editor
will contact the chairman to discuss necessary changes.
TC2-19 Measurement of the Spectral Coefficient of
Retroreflection

TR: Identify the critical measurement parameters, tolerances, and
requirements for, and conduct an international intercomparison of,
the
spectral coefficient of retroreflection.
ST: The TC met on 30 August in Vienna. The third draft was
discussed.
The document is separated in two parts. Part 1 contains the
procedures of
measurements and the summarized results of the intercomparison. Part
2
contains all the individual data of the intercomparison. Part 1 will
be
published as a CIE report, and Part 2 will be retained as CIE
Archive. The
draft be finished by next Div.2 meeting.
TC2-25 Calibration Methods and Photoluminescent Standard for
Total
Radiance Factor Measurement

TR: Prepare a CIE report on methods for measurement of total

factors of photoluminescent materials. Recommendations for realizing

calibrating photoluminescent standards by the one and
two-monochromator
method will be included.
ST: The TC met in May 1996 in Orlando and in Vienna this time. 4th
draft
was prepared and discussed. Next meeting will be either in
conjunction
with AIC Japan (May 97) or ISCC in Baltimore (Sep. 97). (The 5th
draft of
the TC report was distributed in November 1996.)
TC2-26 The Relationship between Digital and Colorimetric Data
for
Computer-Controlled Color CRT Displays

TR: To produce a Technical Report describing how digital data can
be
related to colorimetric data for computer-controlled color CRT
displays
based on a limited number of digital settings and their
measurement.
ST: The draft document (CIE Pub. 122) was sent to Division ballot
with the
new title (same as the TC title). Division 2 agreed that the document
be
sent to Board approval for publication. (There was a press release in
Sep.
1997 on the publication of this document. The TC is closed.)
TC2-30 Diode Array Radiometry

TR: Prepare an annotated bibliography for the CIE journal on diode

ST: The bibliography document still needs a little more work. The
document will be published in a printed introductory document and a
disk
which contains all the bibliography. The chairman will be contacted
by CB
and Associate director about final publication format.
TC2-32 Measuring Retroreflectance of Wet Horizontal Road
Markings

meeting.
No new chairman has been found yet. Associate Director will look for
a
chairman at Div.4 meeting in October.
TC2-33 Reformulation of CIE Standard Illuminants A and D65
(Revision of
CIE/ISO 10526)

TR: To rewrite CIE Standard S001 in terms of thermodynamic
temperatures,
and in a manner such that the spectral distributions of the
standard
illuminants are preserved, but are independent of international
temperature
scales.
ST: The draft was balloted and approved by TC. National committee
ballot
is in progress. In the process of German translation by H.
Terstiege,
changes were suggested to remove the word "standard" before sources,
and to
make clear the secondary status of Illuminant C and other D
illuminants
relative to the International Standard sources A and D65. This
suggestion
will be considered by Editor and CIECB.
TC2-35 CIE Standard for V(l) and V'(l)

TR: To prepare a new CIE Standard on the present V(l) and V'(l)
functions.
ST: The draft was edited by Division Editor which resulted in
extensive
change of document format. The edited draft was circulated, and some
major
questions and comments were raised (not necessarily due to change
by
Editor). Ad-hoc meeting was held by Div.2 Secretary on 30 August in
Vienna
to obtain more comments and opinions by other members. At Div.2
meeting,
change of the title of the documents was suggested, to make it
similar to
the title of the TC. The next decision is left to the chairman.
TC2-36 Retroreflection: Definition and Measurement (Revision of
CIE
Publication 54, Liaison with CEN/226)

TR: To revise and update publication 54. To standardize test methods
and
measurement geometry for measuring the photometric and
colorimetric
properties of all types of retroreflectors under both day and
nighttime
conditions. To prepare this CIE document in ISO format to be issued
as a
joint CIE/ISO standard.
ST: TC met in Sweden, in June 1996. The first draft was made. TC
plans
to meet again in October 96 in order to involve some interested
members
from Division 4. The current TC is producing a technical report.
The
terms of reference (which refers to CIE standards) will be
changed
accordingly. By his letter, the chairman urged the need for
coordination
of meetings between Div. 2 and Div. 4.
(The TC met in Poitiers, France on Oct. 18, 1996 in conjunction with
Div. 4
meeting. The chairman hopes to have a TC-approved draft at South
Africa
meeting.)
TC2-37 Photometry Using Detectors as Transfer Standards

TR: To prepare a report on the properties of V(l)-corrected

This report will include methods for the use of these detectors.
ST: TC met in Vienna this time. The third draft was discussed. All
the
technical contents were basically accepted by attendees. Some
technical
details and terminology were suggested for change. The draft will
be
revised again incorporating comments made at the meeting. TC ballot
is
planned before Div.2 meeting in 1997.
TC2-39 Geometric Tolerances for Colorimetry

TR: Compile a CIE standard specifying the geometric tolerances for
the
various geometries used in colorimetry, including 0/45, 0/d, and
others.
The tolerances for such parameters as central axis, angular beam
apertures,
size of sphere ports, illuminated sample area, sphere diameter,
detector-sample distances, angles etc. will be considered and
their
influence on the accuracy of the measurements results relative to
the
characteristics of the measured material will be analyzed. Depending
on
the material to be measured, the outcome of the TC work may be
the
specification of several geometric tolerance levels.
ST: TC met twice this year, in the US, and 30 August in Vienna. As
the
TC is preparing a technical report rather than CIE standard, change
of
Terms of Reference is proposed. Div.2 agreed on the change and will
be
submitted for Board approval. The proposed TR is:
Compile a technical report and recommendations specifying the
geometric tolerances for the various geometries in colorimetry,
including
0/45, 0/d and others. Parts of this technical report may be suitable
for
inclusion in a CIE standard specifying several geometric tolerance
levels.
( The change of the TR was approved by Board meeting in Sept.
1996)

colorimeters

reported since then. The draft should be ready for TC voting
soon.
TC2-17 Recommendation for integrated irradiance and spectral
distribution
of simulated solar radiation

TC2-24 Users guide for the selection of illuminance and luminance
meters

TR: Prepare a user's guide for the selection and use of illuminance
and
luminance meters.
ST: The chairman changed after the India meeting. The new
chairman
received all the materials of the TC and is preparing to restart the
TC to
publish the document. The next meeting is planned for 1997 in
South
Africa.
TC2-28 Methods of characterizing spectrophotometers

ST: The draft will be ready and circulated for TC ballot by end of
the year.
TC2-29 Measurement of detector linearity

linearity of detectors of optical radiation, including different

by which the linearity of detectors can be determined and causes

non-linear behavior, to aid users of optical radiation detectors in
the
selection and use suitable devices for specific applications.
ST: TC met in India. There was no progress since then. Additional
references on measurement methods are investigated. First draft will
be
circulated next year.
TC2-34 LED Measurements

TR: To investigate and recommend standard LED measurement methods
including parameters to be measured.
ST: There were an editorial meeting of the TC in London, March 1996
and a
TC meeting in Vienna this time. The third draft was circulated
and
discussed. The recommended measurement conditions for luminous
intensity,
which had been removed in the last draft, were discussed again and
the TC
agreed to include them in the document. The intensity averaged for
0.01 sr
and 0.001 sr is recommended, and a new term, averaged LED (luminous
or
radiant) intensity, will be introduced. These and other changes will
be
made on the next draft, which will be sent to the Editor before TC
ballot.
TC2-38 Flare Photometry

TR: To produce a Technical Report containing recommendations for
the
standardization of test conditions and test procedures for the
measurement
of the photometric, radiometric and colorimetric properties of
flares.
ST: The chairman found members as listed above to start the TC
activity.
The first draft will be prepared for discussion in the South
Africa
meeting. It is planned to finish the report by end of 1998.
TC2-40 Characterizing the Performance of Illuminance and Luminance
Meters

TR: Convert the present CIE Technical Report No. 69 into an
ISO/IEC
standard. Prepare a combined CIE/ISO standard describing the
definitions
of quantities influencing the performance of illuminance and
luminance
meters, as well as defining measurement procedures for the individual
error
quantities.
ST: TC met in India. The chairman plans to produce the first draft
by
December this year, collect comments by April, and to discuss the
second
draft at the next Div.2 meeting.
TC2-41 Industrial Photometry in Developing Countries

TR: To prepare a Technical Report giving guidance on recommended
practices for photometric measurement (including sphere photometry
and
goniophotometry), taking account of the special requirements of
industrial
laboratories in developing countries.
ST: The chairman is collecting more members. He plans to have the
first
meeting next year in South Africa.
TC2-42 The Colorimetry of Visual Displays

contents of the report in November, and is requesting comments from
the
members.)

ST: The report should be available soon. A TC will probably be set
up.
R2-06 Standardization of Measuring Geometry for the Colorimetry
of
Metallic Coatings (C. McCamy, USA)
ST : Keeping up-to-date on what ASTM is doing. Reportership will
be
continued.
R2-09 Absolute Cryogenic Radiometers (A. Parr, USA)
ST: A brief status report was sent from the chairman. The CCPR
intercomparison is underway with 15 national labs. The protocol
developed
by this intercomparison should be reviewed by CIE for possible use
for
intercomparison among industrial labs. A report will be given after
the
CCPR intercomparison is finished.

R2-17 Aviation Photometry (Y. Ohno, USA)

ST: A brief status report was given. This reporter was established
at
India meeting by proposal from P. Bhagat, Federal Aviation
Administration,
USA. ASTM is developing recommended procedures for aircraft
anti-collision
light measurements. NIST is developing standards for flashing
light
measurements. This reporter will investigate the needs for
international
harmonization on this issue. The chairman is looking for members
from
other countries to gather more information.
R2-18 OIML Matters (G. Sauter, Germany)
ST: No report this time.
R2-19 Emergency Lighting Luminaires (L. Bedocs, Great Britain)
ST: No news was obtained from the chairman.
R2-20 Vocabulary matters (J. Moore, Great Britain)
ST: International Lighting Vocabulary is going to be revised under
a
committee chaired by C. Hermann (CIECB). List of terms was sent to
J.
Moore, but it runs 200 pages. J. Moore is happy to pass over the list
to
other interested people. CIECB will do duplication and circulation to
the
members. CIECB is working on the electronic form of the list for
easier
circulation.
9. Liaison report
CCPR (A. Parr, USA)
Since no report was received from A. Parr, the Director requested
R.
Kohler of BIPM to give a report. Five intercomparisons by CCPR are
in
progress. There are 15 participants for the cryogenic radiometer
intercomparison. The illuminance responsivity intercomparison will
start
with 16 participants and with BIPM as the central lab. Luminous
intensity
and luminous flux intercomparison is now prepared by PTB.
Intercomparisons
for aperture area (run by NIST) and Spectral radiance using strip
lamps
(run by VNIIOFI) are also scheduled. The report of these
intercomparisons
should be ready at the next CCPR meeting in 1998.
ISO/TC6 (J. Zwinkels)
The working group met 3 times in 1995 in Berlin, Montreal and
Beijing.
J.Zwinkels attended the meeting in Montreal. The major issues
discussed
were: ISO/TC6 standardizing and authorized laboratories; in
particular, the
status of the current NRC-PTB intercomparison of diffuse
reflectance
scales; liaison with ISO/TC42 and ISO/TC130 viewing conditions and
the
application to paper of D50 Illuminant; and ISO draft standards for:
CIE
Whiteness (D65/10¯ and Measurement of Specular Gloss at 75 and
20¯)
ICO (F. Hengstberger)

IMEKO (J. Schanda)
There was a TC2 meeting, but Schanda could not attend. H. Kaase
(Germany)
is the chairman of the TC.
10. Proposal for new TCs and reporterships
There was a proposal from G. Sauter (Germany) for a new TC:
Determination
of measurement uncertainties in photometry. TR: To prepare a CIE
recommendation as basis for the determination of measurement
uncertainties
valid for quantities used in photometry.
The Div. 2 agreed to establish this TC. R. Kohler, J. Moore, A.
Corrons,
T. Goodman, and Y. Ohno expressed their wish to join this TC.
( This new TC was approved as TC2-43 by Board meeting in Sept.
1996)
T. Goodman proposed the establishment of a new reportership : Use
of
detectors as absolute transfer standards for spectroradiometry; N.
Fox
(Great Britain) to be appointed as the reporter. Div.2 agreed to
establish
this reportership. (This reporter is assigned as R2-21)
11. Future meetings:
1997 CIE Div. 2 will meet in conjunction with the CIE Midterm Session
in
the first week of September, Durban, South Africa. There will also be
3
day conference of lighting in developing countries. Division
meetings
(Divs. 2, 3, 4, and 7) are planned for the same week. The Director
will
raise at the Board meeting the need for coordination of the
meeting
schedules between Div. 2 and Div. 4. Div.1 will meet in conjunction
with
AIC97 in May in Kyoto, Japan. NEWRAD is planned for the first week
of
October, at Univ. Arizona.
1997 J. Schanda announced that CIECB is planning a CIE Seminar on
LED
Measurements in Nov. or Dec. at Central Bureau in Vienna. The Seminar
is
supported by Div.2.
1998 CIE Div. 2 will meet in conjunction with
CORM98-international, at
NIST, Boulder, USA. It is planned for May. ISCC will be in the 3rd
week of
September. CCPR will meet in the third week of September in
Paris.
1999 CIE Div. 2 will meet in conjunction with the CIE 24th
Session, Warsaw,
Poland.
12. General
The Director brought it into attention that the current Div.2
officers are
due to change at the end of this quadrennium.
