CIE TC2-29 Meeting Minutes June 30, 2003 (Preliminary)

Welcome:

Chair> Attendees introduce themselves and Chair discusses that many members listed on the CIE web site have retired or are not active, thus almost a totally new membership for this TC.

3rd draft of report distributed. This draft (and the committee) has seen little work for the past four years.

 

Introduction:

Agenda was discussed (see copy below).

 

(Brief) History of TC:

Teresa Goodman (UK), the previous chair of TC2-29, gave a report on the history of the committee. The committee was started with Wolfgang Budde (CA) as the chair, then it passed to Teresa, but her work responsibilities then prevented her from moving the report past the 3rd draft during the past four years.

 

Outline of the Third Draft Report:

Chair> The TR was reviewed and each section of the third draft was briefly discussed to familiarize the committee with the structure of the report.

There was some discussion of the report which is summarized in the Discussion section below.

 

Plan:

Chair> Resume the committee (starting with the members present) and revise the report to add figures and format the report to the CIE template, along with the suggestions of the committee.

The Chair will set up an email reflector (list) for the committee members and post the 3rd draft on the CIE Div 2 web site, as was done with other TCs. This will hopefully be done in the next several weeks. Draft 4 should be completed by Jan 2004. Discussion of the next TC meeting was held off until the time and place of the next CIE Division 2 meeting is decided at this Div 2 meeting on July 2nd.

 

Discussion:

The committee had lots of positive discussion of the 3rd draft. A scope will be added including the TR. The consensus of the committee was to not limit the spectral range or the detector types in the report, since the methods discussed are not limited to just the visible spectrum and are applicable to all detectors. Several definitions need to be reworded. Other measurement methods should be added, such as DSR and beam conjoiner (committee members will send references). There was discussion about separating the measurement methods into those that can detect nonlinearity and those that will allow the user to correct for nonlinearity. A consensus was to add a table of the advantages and disadvantages of each method. The uncertainty of each method will need to be discussed with a warning that some methods have much higher uncertainty than others. Jim Palmer (US) had sent Teresa several comments on draft 3 along with an extensive bibliography. Jim agreed that his comments could be distributed to the committee. (There is a formatting error in two of the equations in his comments, which he will correct before it is distributed.) This will also be placed on the TC web site. Teresa also has a few hard copy comments to draft 3 which she will pass along to the chair.

[Post meeting comments by the Chair: A lot of work has been put into the report so far (there are now 14 pages). But it appears that with the passing of time and the change in committee membership, the current draft needs a complete rewriting. There are too many substantive changes to the current outline to include them without a major revision. The current draft will be used as source material for the next draft.]
